If you have no experience in developing websites, don’t even think about doing it yourself: your objective is a (small) e-commerce and that, very few web “designers” around here are capable to complete.
Any kind of e-commerce requires serious server-side scripting, and features such as catalogue (adding, removing, updating, showing), user’s registration (adding, editing, viewing), and a “shopping-cart” with payment gateway (ie PayPal), complemented with an accounting system and an orders follow-up…
That should eliminate a fair percentage of web designers. (90% IMHO)
You could try to download “some” of the free shopping carts, catalogues and e-commerce, but, without experience, you will soon be overwhelmed by the apparent complexity of the task. (It is NOT complex if you know what you are doing, but it is time consuming).
A good way would be to go to freelancers, ie: rentacoder.com and place your request.
Do not fall for the trap of 500$ bid: it won’t come to fruition. However, you can get a good coder from “emerging economies” that will offer a full site for around 500$+. I can’t: my basic fee is 1200 Euros (1800$)!
    Best of wishes!

As you may know a domain name is just a name, not a real website. If you are going to create your website: 1- Buy a domain name. A domain name is a name you want to call your website (ex: http://www.yahoo.com). To get a domain name, you have to pay an annual fee to a registrar for the right to use that name. 2- Buy a web hosting service to provide your online space and enable you to get your website online at your purchased domain name.

You need a web hosting service which supports online payments like, Master Card, Visa & PayPal. It is very important that your service be uptime. It means that you can access your account whenever you want to update your web pages, and your visitors can view your website whenever they type your website address. If your hosting service is not uptime it is real hell!
If you want to start your website I recommend purchase your domain and hosting together. In this way it is possible to get your domain for free. Some hosting services offer this gift today.
    Take a look at: http://www.threehosts.com/business
There you can reach the three reputable companies that are leaders in the E-commerce web hosting industry. They fulfill all your requirements to sell online or do/accept any online payments. By using each of them, everything you need for such a website is provided in one business Hosting Package.
    Hope this helps.

Since you’re just starting it would be difficult for your website to get the most customers, so I would suggest to make an online store first in eBay or eCrater, these are established marketplace, where you can get your customers and at the same time introduce your newly opened website store. You can try namecheap for your domain and hostgator for hosting.
