I am planning on purchasing Adobe Production Premium CS4 from the Education store. Does this version have exactly the same features as if I were to buy it from the normal store, or are they cutting features back with the price?

They are the same. But the software is only licensed for educational use and not to be used for profit or commercial purposes.
What’s a normal store? What’s an education store? If you are buying packaged software, does the package say anything about selling different versions? I doubt it. Adobe packages software for sale, and WYSIWYG (what you see is what you get).
