What’s The Best Software To Create A Hi Quality Techno Song From Scratch?

Hi. Are there any good software programs out there that let you write, author, and create your own music that you know of?
And by “good software”, I mean something that is capable of creating mp3’s that ***don’t*** sound like cheesy midi files, and also the UI isnt too difficult to get a handle on.
