I have a few blogs. I submitted an application to Adsense guys but they disapproved it, due to numerous reasons like, the blog was still under construction etc. etc. I want to know if I create a blog @ www.blogger.com, update it with legal stuff, can I use this blog for adsense or do I need a domain like .com, .net, .info etc ?

Just like the other person that replied, I also too have blogs on Blogger.com that have Adsense ads on them. I also have clients whose blogger.com blogs have Adsense ads on them as well.
As you said in your post your site(s) is still under construction and that is why Adsense denied you. Put some content on your site then apply again.
This is an issue that has been talked about these past few months. In the past, there was no problem using adsense for your blogs, but recently, there have been a huge number of rejections from adsense.
I am not sure if this is because adsense is changing their policies due to the abuse of adsense in blogging, or because of other reasons.
The best advice I can give you is to make sure that your blog is completed (no under construction logos as this is a no no for adsense), and try to do everything they ask you to. It would be a good idea to have your blog constantly updated and have a good number of visitors so that they know that you are a serious aplicant.
You do not need a domainname of your own, just a blog on blogger.com will do. Do make sure that it has no content that doesn’t comply with their TOS (drugs, alcohol, porn, violence, gambling, etcetera), that it has at least some incoming links, and that it has at least some visitors daily.
You do not need to buy a domain. You could use a blogger blog and place ads on it. I have a blogspot blog with ads and I did not buy a domain.
