Yes the Royal Marines have one of the toughest training programs in the world that has from what I hear a very high washout rate. That is the first point. Also any elite fighting unit has to have a high sense of esprit de corp, which again the Royal Marines possess. Couple that sense of of esprit de corps with a perfect warrior ethic which is installed in training and you have an elite fighting force. The most important component of any elite fighting force however is how they actually perform in combat. From all accounts the Royal Marines have a combat record which is comparable to any unit in the world and is full of stories of bravery and getting the job done under impossible conditions.
My initial answer would be yes. They have the longest non-special forces selection process in the world, meaning that nobody in any other unit HAS TO BE more elite than they do to get in. I’m sure also that most military technology gets given to them before most other people in the UK military so they are probably also very technologically advanced to. In terms of any other Marine units though they are a very different force so it is hard to compare them to anybody else, but they are definitely considered to be one of the best fighting units in the world, yes.
Yes. However they are inferior to any/all branches of the United States military.
However, I will say, that the spetznatz are far below the capabilities/ability of the BRM.

They are tasked with reponding to urgent threats and are trained and armed to a very high standard, second ONLY to special operations units.
They have units in the Royal Marines who would qualify for that “one of the best” appellation. But, as a whole, they are fine soldiers, but no more. It’s the same with many other armed services, the elite troops only make up a percentage of the total force.
