To be clear, developers don’t create models, but the artists do.
However, yes — 3D models used in nearly all high-end 3D games were generated in 3dsMax, Maya, Blender, or similiar 3D modelling software. These are exported out as meshes, which 3D games engines utilize.
I imagine that the models for the cars and the like for Gran Turismo were generated using over-the-counter commercial modelling software. However, obviously the 3D engine that you see in the game is not
