I use an Xacti HD2 video camera. It can record in 720p High Def, but the digital files are too large to upload onto the web. Is there a program where I can compress the file size without reducing video quality?
Also, what’s the best (possibly free) video editing program where I can splice “scenes” together?

The Xacti HD2 uses some flavour of MPEG-4 to record the video, so it’s already very highly compressed. It’s unlikely that you’ll be able to compress it further without reducing the quality. Assuming you use Windows, I’d suggest you install ffdshow, edit with Windows Movie Maker, cut out everything that’s not absolutely essential and then save it in whichever format best suits your needs.
As a reliable rule of thumb, 90% of your footage is rubbish / unnecessary – you’ll improve your video and reduce the size by editing it out.

Well, first you could try to downsize the video by putting it in Windows Movie Maker and make the quality a little bit lower then you can try Pinnacle Studio 12 and all you have to do is drag choose and publish, that’s pretty much it. And Pinnacle Studio 12 is really useful, lots of animations and professional like work.
