Is It True That Google Only Accepts 6 Month Old Site To Participate In Google Adsense?

Recently i heard from a stranger that only websites that are 6 month old can participate in goggle adsense….IS IT TRUE?
He also said that from now onwords indians can’t participate in google adsense program
then tell me about the new TOS details
Also tell me how to participate in google adsense?

I can’t speak for whether or not the 6months part is true, but I am positive that google would not discrimate against Indians and say that a whole group of people couldn’t use their service – that’s a load of bull. I wouldn’t trust information coming from this person!
