How Can I Cut Out Clips From My Downloaded Tv Shows And Make Them Into Animated Avatars?

I want to know what program I need in order to make animated avatars from tv shows, cartoons, movies etc. that I’ve already downloaded. I’ve already tried opening them in Windows Movie maker, and GIF animator.

The only problem I was able to do it in before was Flash.. Import the movie, choose the section you want and export as an animated gif.

Open your video, set your selection using the A and B marker and then save your selection as an image sequence. You can then create an animated GIF from these images using your favourite image manipulation program or, judging by the name, GIF animator, which you mentioned.
