What Is The Best Free Photo Editing Software ??

I have a book about editing with ‘Photoshop Elements 3′ I was wondering if there is a place where I can download this software for free ??
I’m no professional, just enjoy editing my photos. I already have ‘GIMP’ which is good, but I’m finding it a bit complicated. Are there any websites that tell you how to use each editing features etc. ??

there are some tutorials for gimp online, and basically any effect from other programs like photoshop and paintshop pro are achieved with similar methods,http://www.gimp.org/tutorials/http://gimp-tutorials.net/http://www.gimptalk.com/

I like Paint.NET.
I use picassa 2 it is free to download from google.
Picasa2 from google is ok, but pretty basic. It all depends on what you want from an editing programme.
There are actually several good books out on The Gimp. Try looking for them on Amazon.com. I know they exist because my husband decided to try The Gimp and ordered two books from Amazon for that.
