There’s one at musescore.org. However, the software is developmental and isn’t really that great. At noteflight.com. you can create an account, which lets you use the website’s score making service. No downloads. Its not really that flexible though.
Also, I consider sites like piratebay illegal since they let people distribute copyrighted software.
Just google it.
