    Generally: the higher the viscosity, the lower the flow-ability of a material.
    There are many standard test methods for obtaining viscosity of materials from their flow rate. e.g.
    ASTM D88 Standard Test Method for Saybolt Viscosity.
    ASTM D445 Standard Test Method for Kinematic Viscosity of Transparent and Opaque Liquids (and Calculation of Dynamic Viscosity)
