idea— can i change ip address if i register new goggle adsense account, same computer, is goggle approve or not?

You can’t build software to protect your account. If someone wants to click on your ads a bunch of times, they can.
Your best bet is to use the new “allowed sites” feature so that your code is only shown on sites that you specifically allow. Other than that, you can’t do anything.
