For free, or just in general?
GIMP(free) or Photoshop(commercial) — Two great image editors. I daresay GIMP is easier to learn but it also doesn’t have the same number of features Photoshop packs. I’ve also heard Photoshop can do a lot more than GIMP in terms of photos especially. http://www.gimp.org/
Paint.Net — No relation to Microsoft Paint (thank goodness)! This is another free, more Windows-like program with plenty of features to it. http://www.getpaint.net/
IrfanView(free) — Set it up to view all your photos and tweak it the way you want it. Windows Photo Gallery just doesn’t do any computer justice. http://www.irfanview.com/
