That depends on if you plan to scan drawing and just need the software to put them together, then Photoshop or a free photoshop clone(like http://www.getpaint.net) would work fine.
If you need software to make the art for your comic strip then Adobe Illustrator would be a good choice, that is if your style of art uses vector objects. If your style is more of pen and ink then Photoshop should work fine.
