Hmmm well i guess
1.Dreamweavor
2.Macromedia Flash
3.Frontpage
4.blue Voda
are the Best at the moment
But you need to learn …how to build on them.
well, wonder if you wanna outsource it to some1 like me?
i guarantee you …moderate cost.
but you need to tell me the *benchmark and Concept first cos it will help me to study its feasiblity.

Dreamweaver. If the site is really simple and you know html, Notepad is not so bad.
Don’t try Frontpage. It is said to create garbage codes.
Choose either:
– Yahoo SiteBuilder – http://sitebuilder.yahoo.com
– Google PageCreator – http://pages.google.com
Yahoo SiteBuilder needs to be downloaded & installed.
Google PageCreator doesn’t need to be downloaded & installed. You use it in your browser, it saves your work automatically, & it publishes your work quickly.
Yahoo SiteBuilder has more templates & designs, same as the Microsoft Publisher. Google PageCreator creates webpages quicker & it’s more simpler.
Both of these services are free and very easy to use because of the ready-made templates they have. It’s up to you on what you should choose, but I recommend on trying to use the two then choose what suits you best.
microsoft front page,macromedia dream weaver.
aWell I don’t specialize it website designing, but I know my colleague uses Dreamweaver. Hope this helps!
