There is indeed software for using it -- perl is an interpreted language, and you'll need the perl interpreter for your operating system. If you're running Linux or OSX, you already have what you need. If you're running Windows, you need to download and install perl.
Probably the best sites to start with are CPAN (Comprehensive Perl Archive Network) and ActiveState (if you're running Windows, you want ActiveState Perl) http://www.activestate.com/. Both sites will have everything you need to get started.
You may also find a perl integrated development environment helpful as you learn. These tools typically combine an editor with GUI debugging tools, and make it easier to see what is going on within your program. An IDE is not a necessity, but it's nice to have. There are several out there, simply Google for "perl ide". Active State offers Komodo for a fee, but you can also try using the perl plugins for eclipse, or others.
As for learning, like any language you probably want to start with a hello world program. There are plenty of good perl tutorial sites out there -- including links available on CPAN and Active State.
Good luck!
