What Is A Good Mapping Software Solution For The Following Need?

I work with a non-profit that has a database of about 3000 addresses. I need a offline, non-server-based solution that will allow me to type in an address that is NOT in our database and map it, also showing the address that ARE in our database that are nearby. Needs to be low cost and easy to implement and use. Thanks!

    Try Microsoft Streets and Trips, with the GPS locator. You can search your destination and get directions and save it to your DOCUMENTS , eventhough you never ever go to that address.
    You can by this direct from Microsoft, or you can get from Best-Buy or similiar stores for about $69- $85 usc

    You could attempt a mash-up of Google maps, but you have to provide the co-ordinates related to the addresses.
    I actually work for a post office and the correct term is an APMS or Address Point Management System, and we wired this to ArcGIS. ArcGIS does require setup and is not *cheap*.
