You probably already have one. Windows comes with a little program called Sound Recorder, it’s just a lot harder to find now than it used to be.
Click your START menu, click FIND (or SEARCH) depending on which Windows you’re running, and search for SNDREC. Hit enter. Wait until it finds the actual SNDREC application, should be the largest file found, and under file type it will say “application”. (It might come up as SNDREC32)
Double click it and the program will open. All you need is a microphone to plug into your computer and you can record sound.

just try the software All2WMA Recorder
All2WMA Recorder is a sound recording and playing program. With All2WMA Recorder you can record sound from the microphone, Internet streaming audio, games or media files (played by All2WMA Recorder or other multimedia applications. e.g. WinAmp, RealOne Player, Windows Media Player). Recorded sound is saved in WMA format. You can set the sound quality of the WMA file (from 5K bps to 320K bps, from 8K Hz to 48K Hz, etc).
