Picnik or Lunapic are great all round web based and FREE editing tools. Adobe, makers of the expensive Photoshop, now has a free website version in Photoshop Express. If you need/want more features downloading GIMP is a great options. Still free, but you have to download the software. There are also free tools to add text blurbs, to make collages, to put your photo into other images. There are a number of tools that allow you to put the image of a face into other photos for some fun creations. Check out the links below for more ideas.
Paint.net is fairly new, absolutely brilliant, works in much the same way as photoshop, easier to use than the GIMP, and is free.http://www.getpaint.net/

It started development as an undergraduate college senior design project mentored by Microsoft, and is currently being maintained by some of the alumni that originally worked on it. Originally intended as a free replacement for the Microsoft Paint software that comes with Windows, it has grown into a powerful yet simple image and photo editor tool. I recommend GIMP, it has many features of Photoshop and costs nothing. You can easily cut out a background and leave the outline of a person.
GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring.
Adobde Photoshop elements which you can get free the many products. If you are looking at just strainght free go to http://www.tucows.com were you can fine lots of free and shareware application
