Finale Notepad is no longer free – it is $10. I use Finale and Sibelius almost every day in my work – I have arranged several hundred works that are professionally performed. Sometimes new programs pop up, but soon die – the two we both mentioned are industry standard, and pretty much rule. You can get a HUGE academic discount from http://www.academicsuperstore.com. You can also get a discount of you change from ONE of these to the other – they pay you to switch, as it were.

Notepad will only handle a limited number of staves. IF you inend to write orchestral scores that exceed this, buy something else. If you are just starting out – give it a try. All your scores form Notepad will open in Finale, all levels, when you get it.
I’ve always used Finale Notepad. It’s free. The drawbacks that I’ve notices are mainly in the time signatures – you can’t change time signatures within the piece, and only the more common ones are available – but depending on the difficulty of the music you’re writing that might not be a problem. You could start by using it, and if you like the program but need more functionality you could but one of the more complex versions.
Edit: The next two people are right – Notepad is no longer free (since the last time I downloaded it, apparently). Their suggestions are good too (I’d forgotten about the stave limitations, I tend to stick with smaller arrangements than a full orchestra). Follow their advice.
You might take a look at NoteFlight. It’s an online music notation program. I’ve not used it for any big projects, so I don’t know its full capabilities, but I believe it may have a future. Free, as long as you sign up for a free account. Includes online storage of files.http://www.noteflight.com/

Finale Notepad is (IMHO) a waste of $10, go with Finale Allegro minium.
