Yes they are called file shredders………Ashampoo software makes one.
You can shred 1,2, or 3 times depending on how torn up you want them to be . Ashampoo says 3 times and it will never be found again.
I would do a search at say dogpile, or tucows or any of the good file trading websites.
    Good luck

in spite of the (in my opinion) somewhat trashy looking website, the only really effective software for this task is Evidence Eliminator. in their August 2006/Vol 49 Communications paper, the ACM said that Evidence Eliminator was the only product that
“eliminated enough data to fall within our comfort zone” That is, enough data as to make it all but impossible to recover the files.

    try http://www.jetico.com/bcwipe.htm
When you delete sensitive files from a disk on your computer, the operating system does not erase the contents of these files from the disk – it only deletes ‘references’ to these files from filesystem tables. The contents of all deleted files remain on the disk and can easily be restored using any recovery utility.
Wiping is a term used to describe the process of shredding the contents of a file or disk space. It is impossible to restore any data that has been properly wiped.
BCWipe software enables you to confidently erase files that can never be recovered by an intruder. BCWipe complies with options to invoke either the US Department of Defence (DoD) standard or the Peter Gutmann wiping scheme. You can also create and use your own customized wiping scheme to wipe sensitive information from storage devices installed on your computer.

Yes, there is a program called restoration. It scans your hard drive(s) for HOURS and finds fragments of deleted files. You can then choose to delete them or attempt to restore part of the file to be useable.
Edit: Oh, and CCleaner just cleans up temp files and whatnot, not fragments of deleted files left over on your hard drive.

yes you can try ccleaner for this.

    Try CCleaner.
CCleaner is a freeware system optimization and privacy tool. It removes unused files from your system – allowing Windows to run faster and freeing up valuable hard disk space. It also cleans traces of your online activities such as your Internet history. But the best part is that it’s fast (normally taking less than a second to run) and contains NO Spyware or Adware! :) http://www.ccleaner.com/
