Generally the answer is no, although there is always an exception to the rule. The best way to get a computer with nothing preloaded on it would be to build it yourself, but even then most hardware relies on software to work and because most hardware relies on software it is going to be nearly impossible to get a computer with nothing preloaded on it.
do you want a completely blank laptop i.e. no operating system or anything? or just no ‘bloatware’ that comes with laptops or computers like trial versions of software
generally the answer is no and the uninstallation of these programs is easy and quick
u can BUY hardware on your own…
and build your own…
and that is probably the best thing…
1) its gonna be cheaper
2) its gonna be better
you’ll be proud of urself…

Haha. Good question. Why not just buy it, and uninstall all the crappy programs? It would be easier than searching for a laptop preloaded with stuff.
