mradelbert is correct. Elements comes packaged with some printers and scanners. If you only need to adjust the light/dark tones in your pictures, or take some red-eye out then Elements will be fine.
The full version lets you work with RAW files (the uncompressed data from a digital camera), slice images for websites etc.

“Photoshop” is the full version of the application whereas “Photoshop Elements” is a bare bones.
