Draw Small Icon In Photoshop Or Other Software?

I need to draw small icons. In particularly, I need to draw an icon around 16×16 or 20×20 with 5px rounded corner. What is the best way to do this? I prefer to use Photoshop but other software is welcome. Normally Photoshop is not good at drawing detail small icons.

   You need to learn to make SVG ‘vector’ graphics icons – use Inkscape for that (these icons look the same quality at any size)
