What Bitmap/raster Software Would You Recommend For Editing Scanned Pen And Paper Illustrations?

I prefer to draw with pen and paper, scan the art in and then edit with a raster/bitmap program. Vector software works better for me to create, but not edit my work. What software would you recommend for this kind of image editing? Since it would be for my personal use, I would prefer something with more value. Thanks!
