I would like to find a good web designing software that lets the person design by dragging and dropping. I want this to teach amature internet radio djs how to design their own web pages. I don’t mind spending a little money on this. I know GeoCities allows this but I want them to be able to design without needing internet.

Adobe Dreamweaver very easy to operate software, if you are going to teach them how to use something may as well show the the real business. Don’t half step you will only end up with limited software, at least you know if you ever need to get deeper into webdesign you will not ever need to buy another coding software.
You mentioned Geocities so basically its the free Yahoo Webhosting. Use Yahoo Sitebuilder the only thing is you will need to upload your site through the internet because free won’t let you do ftp so each one at a time.
Don’t mind spending a little money… Might want to upgrade to yahoo webhosting then you can use sitebuilder full potential. It isn’t that bad of a tool.
