I am using a DST 604 T D-link router and many people are using, sharing the internet connection. However it is difficult to monitor the bandwidth or usage of each user. If 1 uses peer to peer download programs, all users experiences lagging in connection. Is there a software to monitor the bandwidth usage for each user so that I can find out who is the BAD APPLE ? Thanks

if you just want to find out who is using your bandwidth you can look at log file whos up address comes up more offen. And you can restrict access for this ip or mac address.
What you’re looking for is called QoS, or Quality of Service, and your router does not have it. Unfortunately, there’s no way to put it on that router. You could make users limit their speeds in their file sharing program, that would alleviate your problem. Make sure you limit both download AND upload speeds so that they ALL add up to no more than 80% of your advertised speed.
