Photoshop CS is the best but most people do not need all that software can do so most people only need photoshop elements. Its a great program thats easy to use
Photoshop Elements is probably the best option for Windows, a full license for which can be bought for $99 from Adobe.com, or less from a retail store such as Costco. Costco in particular has had great deals on Elements in the past.
Mac users should check out the included iPhoto ‘08. For more editing power, you could try Pixelmator (http://www.pixelmator.com/) or Photoshop Elements for Mac.
Photoshop Elements (Photoshop’s smaller brother) is perfect for that. The program lets you do so very much and all for a rather reasonable price. There are also lots of tutorials available for it.
Paint Shop Pro is also very good, but has less support/tutorials than Elements and Photoshop proper. I started out with PSP but went to Photoshop because of that reason.
For a beginner, I recommend Photoshop Elements (either 6.0 or 7.0 will do).
Photoshop is still the best.
