What Software, If Any, Can Allow Me To Set Blocks For Certain Websites, Only Unlocking Them At Certain Times?

I am trying to locate a software that will allow me to block my children from logging in to other sites during a specified time period. I also wish to specify certain websites that they can look at during their lunch period and after [home]school hours, so they don’t totally hate me.
Does anyone know of a software program that can perform these tasks?
