I want to upload a video to YouTube, but it is over the limit of 10 minutes. I need to speed it up a little bit to reduce it to 10 minutes, but I don’t want the pitch to change. It has to be free software as well.

well.. i’m afraid that’s not possible unless you don’t mind with cluttered or jittered sounds.
Anyway Windows Movie Maker is free usually included in you Windows installation, i think it’s enough for your purpose.
