I know all about HTML. But I don’t know SSI, CGI, Perl, MySQL, etc. I want to build a professional website in which I can create a database of my users. In short I want a software which can guide me through all these scripting.

you can start learning PHP as a programing language and MySql for your database…and i recommend using Dreamweaver as an editor.

You need the know-how first, or no editor is going to help, if you don’t understand what you are doing.
Read by searching on what you feel you are lacking in first, and go from there.
Everything you mentioned has volumes of information to know, especially Perl and MySQL.
It’s hard to write a database app if you don’t know how to write a sql query….
I would definitely suggest notepad. Thats what I always use, and my websites always turn out good.
