You need to tell us more. What do you mean, convert them into English? If you want to create English dialogue, this is done by people fluent in both languages who get paid a lot of money for it.
If you mean you can’t play them, you need a suitable player and TV; most modern sets will work with any discs (or can be made to).

Do you mean for playing a Japanese DVD on an American player? There is computer software that will allow to to play DVDs from different zones/regions on your computer and some DVD players will allow you to. I can’t remember any specifics for programs and such off hand though. I’d recommend doing a Google search for “dvd zone freeware” or “freeware region free dvd”. Hopefully that should turn up some free programs for doing what you want. I’d be careful through because in some areas it is illegal to bypass the region settings on DVDs.

There’s no such converter yet. Perhaps, you can find subtitle at http://www.divxstation.com/subtitles.asp
There’s a lot of website that provide downloadable subtitles on the net. Just search for it.
