What Is The Best Software For Providing Online Documentation?

I wrote some software and want to provide an instruction manual online. What software should I use?
I prefer something that is open source (or free). I’d love something that allows users to write comments (like is done at http://www.php.net/manual/ ).
What would you suggest?
