If I Wanted To Make A Computer Software Program That Helps You Set And Track Goals, How Would I Go About It?

I’m thinking of making a computer software program help people with their goals in life. The program would help you set goals, track them, and recognize when you’ve achieved them.
I’m just wondering how I would go about doing this? Would I need to learn computer programming in order to come up with a high quality program? Or, do you think it’d be better just to enlist the services of a computer software company and pay them to come up with the software according to my designs?

   If you are have no experience in programming it will take years to become a highly qualified programmer to write an application like that. In my opinion it will be much better for you, to contact with professional developer and get the solution from them.
   Remember to get the source code from developer, so later on you can change the source to modify the application.
