What Software Should I Use To Make A Collage Of Pictures?

Hello!
What software ( Preferably free ) should I use to make a collage of pictures?
I have tried using paint, but when I pasted a picture into Paint, then resized it, the picture went very blurry.

   Photoshop cs3 is the best, but expensive. you can try it for free.
