What Is A Good Image Management Software?

I have a lot of images on my computer, and it’s difficult to find specific ones when I want to. I’ve tried my hardest to use folder structures to help, but sometimes, that’s not enough.
Basically, I want something that can do what you can do in Gmail and Google Bookmarks. I want to be able to add a label to an image. That way, I can search for a certain label, and show all pictures with that label. Also, I’d be able to have multiple labels for each image.
I tried Picasa, but its album feature is too clunky and not exactly what I was looking for. It looks like previous versions of Picasa had the functionality that I’m looking for, though.
Any suggestions? Ideally, this software would be freeware, and the labeling interface would be incredibly intuitive. However, I might be persuaded to purchase software if it’s good enough.
