I know of three.
First, there is the open source program AutoTrace, which is free but is currently only available for certain versions of Windows. You can download it here: http://autotrace.sourceforge.net/
Next, there is Adobe Streamline, which is probably available on Ebay but which has been discontinued in favor of
Adobe Illustrator CS2, which has a feature called Live Trace. I haven’t used this feature much, but I’ve heard it’s very effective. If you are a purist, or if you have older versions of Illustrator, you can use the program’s Pen tool. You may also have to use the Pen to correct vector images made with Live Trace.
