I need a good photo editing software that will be able to blur out smudges or imperfections on my pictures, but I also need one that works like the one in Dove Evolution. I need to be able to select parts of the face and make them bigger or smaller. Right now, I can’t afford one of those $600 ones, so free ones only please… Thanks so much!
