And particularly photo manipulation?
I use Photoshop CS3 at college, but there is no way I can afford it.
I like the look of digital art, and would be interested in creating some for my personal use.
What software is good for manipulating and editing photos? Is PSElements any good?
I have GIMP, but don’t bother using it.

Photoshop Elements is pretty good if you can’t have the real thing.
TheGimp or Paint dotNet are good free alternatives.
Corel Paint Shop Pro costs about £70.00 and it has lots of good features and is definately worth the investment if you want a fairly cheap package.http://www.corel.com/servlet/Satellite/g…

a google search for free ones will come up with loads – but i use those two
Also – openoffice (also free ! ) has a package of programs like you would expect but they do really good easy basic manipulations

Irfanview is free, stable and easy to use. Probably less comprehensive than Photoshop.http://www.irfanview.com/
Serif Photoplus 11 ( 2006) is about £20 I think.http://www.serif.com
Try Gimp SHOP. its gimp but with photoshop interface. or just download photoshop from p2p.
