What Is The Best Software For Windows Programming?

I am looking for the best programming language/toolkit combination for windows GUI programming. The applications would be educational programs displaying text, graphics, sounds and perhaps video files while monitoring student inputs to determing progress and when additional help is needed. Free and/or open source software is prefered, but commercial tools are an option as well. Speed of development and ease of learning the tools are considerations. Thanks!

   You might consider the express editions of microsofts development tools. It’s hard to say what’s the best for you, because you didn’t say anything about your background, but my experience is that these are easy to use.
